Short answer

Any residential opener installed in California since July 1, 2019 must have a battery backup that works during a power outage (SB 969). It must also have photo-eye entrapment protection mounted no higher than 6 inches off the floor, and the door must be properly balanced before the opener goes on.

Ask the installer to test the safety reverse and the battery backup before leaving, and to show you the manual release.

Before you buy: check the door first

A new opener does not fix a door that is hard to lift. The springs carry the weight of the door, and the opener only guides it. The federal safety rule for garage door openers tells owners to install the opener only on a properly balanced door and to have a qualified service person repair cables, spring assemblies and other hardware.

The door makers’ trade group, DASMA, says a door that does not go up and down smoothly may have a spring system out of balance. A simple check: with the door closed, pull the manual release and lift the door by hand. It should move smoothly and stay put when you let go part way up. If it does not, or if it feels heavy, stop and call. Read about spring replacement first.

If your current opener is the problem, compare repair and replacement on our opener repair page. It explains the repair-or-replace rule of thumb and the main drive types.

The California battery backup rule (SB 969)

Since July 1, 2019, nobody may sell, offer for sale or install a residential garage door opener in California unless it has a battery backup that works during an electrical outage. The rule is in Health and Safety Code section 19892. It does not order you to replace an opener you already have. It does apply when you buy a new one, and a replacement residential door cannot be connected to an existing opener that has no backup.

That matters in Carlsbad because the power can go out. Our guide to what to do when the door will not open in a power outage shows the manual release steps, and the SB 969 guide covers the statute in detail.

  • Ask for the opener model and confirm it includes a battery backup.
  • Ask how long the battery is expected to last and who replaces it. Do not accept a vague answer.
  • After installation, test it: unplug the opener from its outlet, or switch off the breaker, and make sure the door still runs.

Safety features to check after installation

Federal rules have required external entrapment protection, such as a photo eye, on residential openers made since 1993, according to DASMA. The photo eyes are the pair of small sensors on each side of the door near the floor. The test below takes two minutes.

CheckHow to do itWhat should happen
Photo-eye heightLook at both sensors beside the doorBoth are mounted no higher than 6 inches above the floor. DASMA says higher violates UL 325 and the maker’s instructions.
Block the photo eyeHold an object taller than 6 inches in the beam and press closeThe door should not close.
Obstruction testLay a 2×4 flat on the floor in the door’s path and press closeThe door should reverse when it touches it.
Manual releasePull the red cord with the door closedThe door should disconnect from the opener and move by hand.
Battery backupCut power to the opener and press the buttonThe door should still run on the backup.

If a door fails the reverse test, do not use the opener. Call the installer back.

Permits and your community in Carlsbad

The City of Carlsbad says most construction work requires a permit and that some work is exempt, with the exemptions listed in Carlsbad Municipal Code section 18.04.015. We cannot tell you whether a particular installation needs one. A short call to the Building Division at 442-339-2719 (or building@carlsbadca.gov) will answer it. Ask especially if the job needs new wiring or a new outlet.

If you live in an HOA community, check its rules for any change to the door itself, though a new opener inside the garage is not usually visible.

What to ask a licensed installer in Carlsbad

  • Is the company licensed and who will do the work? Check the license number with the Contractors State License Board before work starts.
  • Is a battery backup included, and what is the opener model number?
  • Are photo eyes installed at the right height, and will you test the reverse and show me how?
  • Will you check the door balance and the springs first?
  • Is the old opener removed, and are the wall control and remotes included?
  • What does the warranty cover, in writing?
  • What is the total, itemized, before any work starts?

We do not install openers. We connect you with a licensed local company. See how we work.

What affects the cost of an opener installation

We do not publish prices, because the total depends on the job. The main factors:

  • The opener model, its drive type and its horsepower.
  • Whether the door needs spring or cable work first.
  • Whether you need new rails, brackets or a wall control.
  • Battery backup type and extra features such as Wi-Fi.
  • Whether new wiring or an outlet is needed.
  • Removal of the old opener.

Ask the installer to name the opener model, the battery backup and the warranty in the written quote. Our cost guide has the checklist.

Garage door opener installation Carlsbad: your questions

Does a new garage door opener need a battery backup in California?

Yes. Since July 1, 2019, residential openers sold or installed in California must have a battery backup that works during an electrical outage under Health and Safety Code section 19892.

Do I have to replace my old opener to follow SB 969?

No. The law does not order owners to replace an opener they already have. It applies when an opener is sold or installed, and when a replacement door would be connected to an opener with no backup.

Where should the photo eyes be mounted?

No higher than 6 inches above the floor, according to DASMA. DASMA says mounting them higher violates UL 325 and the maker’s instructions.

Can a new opener lift a heavy or unbalanced door?

It should not have to. The springs carry the weight of the door. If the door is hard to lift by hand, have the springs and balance checked before installing an opener.

Do I need a permit in Carlsbad to install an opener?

We cannot say for your home. Call the City of Carlsbad Building Division at 442-339-2719 or email building@carlsbadca.gov, especially if new wiring is involved.

What affects garage door opener installation cost in Carlsbad?

The opener model and drive type, any spring or cable work needed first, extra hardware, battery backup, wiring and removal of the old unit. We do not publish prices. Ask for a written, itemized quote.
